OOTD - Ruffled Shoulders

This is a recent thrift find that I couldn't pass up. The ruffled shoulders are what sold me. I am thinking of altering it to be a bit shorter... I might like it better that way. What do you think... to shorten or not to shorten? I love that this dress make me feel younger and more playful. I hung out with my husband today and he said I was acting extra silly.... he likes it. :)
